And the "Teddy bear" is kind of connoted images and try to call for people love animals.

From this article, I think the part of connoted is very interesting. You need to take some time to think about the purpose of the advertisement or the relationship of the real life. It is very meaningful and elaborately design.  And it is very interesting because you can be touched by this vivid picture. Some difficult reason for the ban are also explained by an easy way.  That's way the readers will be interested by this kind of interesting picture or attractive poster and accept the point.
